New regulations for foreigners entering HCMC from February 5, 2021

On February 5, 2021, the People's Committee of Ho Chi Minh City and the Department of Labor, War Invalids and Social Affairs issued a new notice No. 4256 / SLĐTBXH-VLATLĐ to support foreigners who are investors, technical experts, and workers. Skilled workers, business managers, students and relatives enter Ho Chi Minh City.

Specifically, notice No. 4256 / SLĐTBXH-VLATLĐ addresses the following issues:
 
“To continue to well implement the“ dual goal ”in 2021, both recover and develop socio-economic, and drastically prevent and control epidemics. The Department of Labor, War Invalids and Social Affairs requests that agencies, organizations and enterprises when making requests to support foreigners entering Ho Chi Minh City to work, study and visit relatives must ensure the regulations on prevent and fight epidemics, provide guarantee to the right subjects as prescribed and take responsibility for solving arising problems related to foreigners who have invited or guaranteed.
 
When making a request to support foreigners who are investors, technical experts, skilled workers, business managers entering Ho Chi Minh City to work, organizations and enterprises must provide provide documents proving that the subject is guaranteed in accordance with regulations. Immigration support dossiers are submitted at the Department of Labor, War Invalids and Social Affairs and considered to be submitted to the City People's Committee when ensuring the right subjects and conditions for prevention and epidemics. ”
 
Thus, according to this new regulation, the fact that foreigners are investors, technical experts, highly skilled workers, business managers, students and relatives entering Ho Chi Minh City. must ensure: regulations on disease prevention and control; guarantee the right subjects according to regulations; responsible for solving problems that arise.
 
In particular, with the application file to support foreigners to enter, the sponsoring organizations and businesses must provide documents to prove that the subject is guaranteed in accordance with the regulations, while with the old regulations, This request is not required.
